National English Strategy 2014-2030

The English language has become a increasingly worldwide communication tool, the use of which has opened opportunities for trade and cultural and scientific exchange among the speakers of the most diverse languages. For that reason, to develop adequate levels of English is a strategic asset for a country, and a truly competitive advantage for workers in the local and global labour markets. The above has led different countries to propose concrete initiatives and policies that aim to encourage the learning and use of English among its citizens, from pre-school throughout their working life. In Chile, President Sebastián Piñera has adopted the goal of being a developed country by the end of the current decade. Consistently, a mayor step to achieve this is to foster both the learning and the development of the abilities of English among Chileans, in order to favour our cultural and commercial integration in a globalised world and to improve the competitiveness of our workforce and our economy in general. “For Chile to achieve the goal of becoming a bilingual country, […] we need to know where do we start from and how do we progress. This year [2010], when the Simce [a standardised national school assessment] evaluation will be taken, for the first time an English test will be included […].” President Sebastián Piñera, Presidential Message, May 21st 2010 “And to become a bilingual country in the future, we need an National English Strategy.” President Sebastián Piñera, Presidential Message, May 21st 2011 Strategic lines of action The present document contains the first version of a National English Strategy 2014 - 2030 for Chile.
